Problem Description -
I think the lesswrong wiki was supposed to be that repository of the interesting/important things that were posted to the community blog.
It could be a good idea to make a wiki in lw2.0 and award site karma to people contributing to it.

I'd be more inclined towards the second one, "head leaders lose interest in a project" is fatal towards the first solution, but there will always be people touching up their own personal wikis.
I'm not sure which tools for communication and aggregation you're thinking of, though.
I personally think that the problem with the LessWrong Wiki is that it's owned by this illegible 3rd party, so people assume anything built there is being built on shaky foundations.
One solution to this problem would be to give the wiki clear ownership and make credible, public, and loud motions towards strong stewardship and activity there.e
Another one is to give people their own personal wikis and then use some tools for transclusion and interwiki communication and aggregation to turn the disparate pages into a unified whole.
